‘Tis the week before Christmas 2025


…and things are not going as planned. I’ll publish a slew of emails from this last year showing how much effort has been put into finding out who the registered manager is where I live, but to no avail as nobody would answer my questions. The fake water bills keep coming, and it’s been proven several times that the bills are illegal, but nobody will do anything about it. It’s a civil matter that has to go back to court for it to be subject to a judge’s order because Highland View simply refuses to follow the Oregon State landlord tenant laws that have been so clearly written. They can be sued, but only if the officially registered manager is properly served, or this case would have already been won. I exhausted local resources with emails from management saying they would not tell me who the registered manager is and that they make all decisions as a family, while Ivan Erdman who had told the judge he was just the groundskeeper not the manager, now tells some people he’s retired and he tells others he’s one of the owners, while he clearly still manages every aspect of this park.

The water department couldn’t help, as they don’t deal with billing. Nobody at the County level, nor the Chamber of Commerce could tell me who was in charge or who to contact. The general complaint procedures through Housing can lead to help if one is facing an eviction, but most complaints are just ignored or sent a form letter listing public legal resources… which are useless. Simply nobody will enforce the laws that protect tenants unless enough lives are threatened that it becomes a public safety issue. Nevermind the questionable quality of the water here or all the suspicious deaths, not enough. After asking police for information, the local sheriff, and then the State Police, I was referred to the Oregon State Attorney General’s Office who also could not answer my questions or give me any legal advice, but they put me in touch with the office in charge of mobile home parks and marinas. Finally! The Manufactured Communities Resource Center (MCRC) oversees this kind of thing and they are the people Highland View is supposed to be registered with – they are funded by fees in our yearly assessed taxes, $10 per year for a mobile home, $50 for the business that manages the park.

But it turns out that Highland View let their license to do business expire in October 2024 and they are not currently registered with the State of Oregon. The owner who lied to a judge about this place being called Highland View to begin with said it was managed by his company, Sage Management – but the judge pointed out that the sign on the corner says Highland View and that’s who I make my checks out to, so suing Highland View was appropriate. Now, Michael Huarte (that owner) and his sister Sandra are listed as registered agents for Sage Management and that Highland View is one of their parks, but MIchael Huarte’s license to do business expired in California as of last June. What’s more, is that the company on the property tax documents, Kalafia Limited Property Partnership, lists a residential address in Southern California but is NOT registered as a business with the California Secretary of State. So, the short answer is that they are not in compliance with the law in many ways and they know it. They are preying on loopholes and technicalities, doing what they can get away with – within the limit that they won’t get punished, but not within the limits of the law. And if I don’t pay the fake water bill, I can get evicted by the same lawyers who would help obfuscate who’s really in charge here. It’s quite clear that Ivan and his family run this place. They live here and the others don’t. But now they’re nowhere to be found on the paperwork. So, they are the dictators and there is no accountability – and that is exactly how they act. Though its always with the excuse that they’re somehow looking out for someone else’s interest, they serve themselves far more than the law allows, lying and cheating their way through things for as long as I’ve been here. I’m quite certain that Ivan and his followers don’t pay for water because they don’t believe in it, while the rest of us pay too much. They might not be paying the City anything at all. I’ll publish these documents when I update the Legal section of this site before the end of the year.

Then there’s the fear mongering and the vindictiveness I’m still dealing with. The last time this happened was with DoorDash – as I went after my landlord in court, I came under severe social attacks on my character and every part of my vehicle and my job was scrutinized for any activity that breaks any rules, an eye-for-an-eye style of justice. In the end, they not only lied their way out of paying me what the courts had awarded me, I lost my job as a delivery driver as a result of social pressure and reputation… I received a letter that I was being deactivated for sexual harassment and creating an unsafe environment – exactly what I was accusing my landlord of. And the fake bills kept coming. But as luck would have it, I was also signed up with GrubHub and I was able to keep working and paying bills like a responsible person. It was a big pay cut, though. From the $21 an hour I was making with DoorDash, it went down to $13 an hour or less. Throughout this last Summer, as I’ve once again been challenging my landlord’s authority with the water bills, writing emails and asking questions, once again I’ve been dealing with severe social attacks. Nothing direct, all behind my back bullshit. One by one, I’ve lost restaurants and customers. I stayed loyal to GrubHub and urged them to compete with the marketing strategies of other companies… they don’t like spending money on their business… but as the busy Holiday Season progressed, my orders dwindled to only a few a day. Then, three days ago I received an email saying that while I will still be allowed to sign on for overflow orders, if there are any, I will no longer be allowed to schedule hours for a guaranteed wage as punishment for ‘abusing the system by not performing services or intentionally delaying things’ – which is not only untrue, it’s exactly what I’m accusing my landlord of! So, its a week before Christmas and I’ve basically been laid off from work. No more money for me this year, unless I get another car and start driving for Uber. And the next fake water bill will be here like clockwork just before New Years Day. I’m not concerned about being able to pay bills, but this does ruin my plans for Christmas. Any extra money for the holidays was going to come this week. One battle lost, sure, but it’s especially vindictive. The psychological abuse has gone on for many years. I’m still waiting for justice.
